The 3D export option only appear visible when the user is in a perspective view. i have found that the .dwg export is the only one that preserves the layers structure of the project.

Yes you can only export 3D data from ArchiCAD from the 3D window, although it doesn't have to be a perspective view. For 3D printing the VRML export works exceedingly well.
